[Vobject] Reviving vobject maintainership

So, is there any movement on reviving ownership of this at all? I think the
code to bring this up to date is available -- I merged a PR for additional
py3 fixes this morning -- but someone needs to be the maintainer. In all
honesty, I don't think I'm really the best person to do it, so I'd like to
see someone stepping up here. We've got the code, let's do this thing.
