Unfortunately, I don't know what's going wrong here. change_tz should import fine even if PyICU isn't available on your system, and once imported it ought to write a .pyc file (.pyc files are byte-compiled versions of the source, they're automatically generated by the interpreter when a .py file is opened). I don't know enought about bdist_rpm to know what's going wrong, does anyone else on the list know?
